On website:  https://gcc.gnu.org/gcc-9/
sys-devel/gcc-9.3 is announced 
although source tarball is not propagated to mirrors
(Maybe this is an artefact due to upstream git transition)

    9.3.0: cut initial patchset, a copy of 9.2.0 patches

Unless there is a reason for extraordinary urgency we usually suggest following https://wiki.gentoo.org/wiki/Zero-day_bump_requests wait a while before opening a bug.
