Reproducible: Always

Steps to Reproduce:
1. make sure that sys-apps/texinfo is not installed 
2. run "emerge findutils"
Actual Results:  
Fails to install, complaining of missing makeinfo utility then complains of unfinished tasks

Expected Results:  
The package to depend on sys-apps/texinfo, as it uses it

Even after uninstalling sys-apps/texinfo (which provides makeinfo) I cannot reproduce this issue...
Anything else required for successful reproduction?

It may be related to being in a chroot running an initial gentoo install.

I can't seem to reproduce it doing the exact same steps I had from a clean install.
