Can't reproduce. Due to the libsdl dependency, sdl-config used by the build system exists, and provides the path to SDL.h. This was probably fixed by https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=e7b1bdd8078b63e24d2e8b5537b049d4eed6ea0d
