the handbook needs to be updated to point to the devrel versions of these texts

Those docs have been replaced by devrel's handbook at http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml
You need to look really hard for it.

devrel: there is not a single link to it under /proj/en/devrel. The only way to find it is from the main doc index at /doc/en/index.xml. May I suggest a link on /proj/en/index.xml or anywhere convenient might be a good idea?

Link for the DevRel handbook added under the DevRel project page, dead links on the quiz page replaced with a link to the DevRel handbook. CVS updates should reach the mirrors in a few hours...
