Other packages that depend on readline may use readline.pc for compilation. readline.pc is generated by src_configure.

>=sys-libs/readline-8.0 already do this in Makefile.in.
=sys-libs/readline-7.0_p5-r1 lacks the related Makefile.in install targets.

All ebuilds in ::gentoo install .pc files now.
