i'm trying to compile a tex file and end up with the following error

LaTeX Error: File `l3regex.sty' not found.

trying the find the file with 

# e-file l3regex.sty
[I] dev-texlive/texlive-latexrecommended
        Available Versions:     2014 2015-r1 2012-r1 2017 2016 
        Last Installed Ver:     2019-r2(Tue 05 Nov 2019 23:40:08 CET)
        Description:            TeXLive LaTeX recommended packages
        Matched Files:          /usr/share/texmf-dist/tex/latex/l3experimental/l3str/l3regex.sty; 

output this but the package texlive-latexrecommended doesn't include the file.

Isn't the file included in gentoo anymore?

Upstream simply does not include this macro anymore.
