Fix bug in NTS-KE client so that NTP server names work.
Fix/tweak several NTS logging messages.

the ntpsec-1.1.7-make-sure-logrotate-config-has-missingok.patch for bug 698042 can be dropped, it was incorporated in https://gitlab.com/NTPsec/ntpsec/commit/4a23c65c89379459568089728fe2125d1cc50aa6
