With PHP 7.1 now end of life, I wanted to make notes on what will need to go with it upon masking.

dev-libs/ossp-uuid - mask php USE, maintainer-needed, pecl-uuid is a replacement
dev-php/pecl-cassandra - bug 702092 request for update
dev-php/pecl-event needs 2.5.3 stable - Bug 702108

Added www-servers/nginx-unit php7-1 to mask as well because they like to be special
