With all targets in the current stable end of life, we need to get a new version stable.

It is the first time I received stabilization request, so please guide me if I'll do something wrong.

I have done the following:
- checked if the package builds without errors with PHP versions 7.1, 7.2, 7.3, and 7.4, with different combinations of USE flags;
- run package-specific tests;
- made sure that no new issues were created on the package bug tracker;
- checked if all dependencies have compatible stable versions.

As far as I understand, I should only report the results of my research, and no pull request is required.
