Bump available upstream, with python3 support!

"The latest 0.40 release supports both Python 2.7 and Python >= 3.5."

Hey Mikle, why the WONTFIX?  Did you even read the bug report?

Yes, webpy is currently masked in portage, because the only versions in the tree are python2 only.  This version bump fixes the problem: the new version adds python3 support.  Bumping the version and removing the mask is a much better fix than dropping the package.

Hello,

I am sure I read it. The python team has nothing to do with this package anymore.
As the package was removed. A person who wants to maintain this package must take responsibility. I also beg to differ, removing a python package with no (strict) reverse dependencies is much better than bumping it. Gentoo is not a python packages warehouse.
