I am not sure whether /usr/lib64/libhandle.a is useful at all as compared to its dynamically loaded siblings, but it seems to be an oversight to unconditionally install it.
We are aware of libhandle.a. At the moment it gets installed because now that the package is building twice all the time we see no point in removing that small file. Once we get a new, working, xfsdump, we will re-evaluate situation and check if we need libhandle (including .so) at all.
