We (Rootspirit.com) have a server (P4 2.8Ghz, HT with 2 GB ram) running in Redbus (Amsterdam, The Netherlands).
We are willing to set up a rsync server for Gentoo.
Our server runs on a 100mbit shared connection and is using Gentoo as operating system. We currently allow a maximum of 15 users at a time. 
You can test the rsync server on this ip: rsync://217.170.21.153/gentoo-portage
Currently we rsync from an other Dutch rsync server twice per hour (*:01 and *:31).

Spoke to tuinslak on IRC.  We're full up on shared rsync mirrors at the moment, but we do appreciate the offer.
