I currently have a stable version of inkscape installed on several machines:

Since about a week ago, portage suddenly insists on installing the 9999 version:

# emerge -uDNav --with-bdeps=y @world

Temporary fix: disable the imagemagick use option.

How does it behave if you add the emerge --autounmask-keep-masks option to your emerge command (this is the new default in the next version of portage bug 658648)?

The behavior (or at least the messages I am getting) changed somewhat after today's update with -imagemagick option.  When I comment this out from package.use, I get:

In this case, backtracking masks the underlying problem. Please retry with --backtrack=0 added to your emerge command.

I had that problem only this morning.  It turns out there are changes in stable versions of imagemagick (https://gitweb.gentoo.org/repo/gentoo.git/commit/media-gfx/imagemagick?id=2b13fb2b2438481053) without revision bump.  Then solved it by running 
$ su -c "emerge -1avt imagemagick"
This installed the new stable versions without requesting 9999 stuff.
