kde-plasma/plasma-meta
includes
kde-plasma/powerdevil
which seems to be a power management thing that only applies to laptops.
Since I'm on a desktop I would like to exclude it.
Everything else in plasma-meta seems ok, but it would be messy to put everything but powerdevil in world.
I think that powerdevil should be conditional on a suitable power management USE flag.

I noticed this because powerdevil hard fails configure, which is a different problem.

Power management, suspend and hibernate are not just laptop related. This is a vital part of Plasma.
