According to Repology, the current upstream release is 0.24.  Please bump.

The upstream is still at 0.7, some older repos list 0.24, newer ones have 0.7 or 0.3 (???).

I'll try to get to the bottom of this.

From my cursory investigation it seems that the upstream did not move. 

There is a modicum of activity on the old repo, but no releases as of yet. I'll take a look at other repository packages to figure out they upstream references.

Ok, it seems like it was either side project or older versioning. 

Current is 0.7, unless we bump to a snapshot. There is a handful of modifications to translations atm.

New info appeared on the project site, current project is at 

https://salsa.debian.org/manpages-l10n-team/manpages-l10n/

So i'll update the ebuild soon.

app-i18n/man-pages-l10n-4.0.0 is in the tree since some time, and it supports L10N="pl". So this bug can be closed, I suppose?

yes, i think it's best to override the package with that one, since it supports multiple locales.
