not sure if it's a bug in portage or in the distcc package specifically, but I suddenly have a new directory /etc/portage/package.env/ instead of my package.env file, and a new file /etc/portage/package.env.backup.0000 which gets completely ignored by portage. 
what should have happened instead is that this file should be moved into the new directory after it got created!
I noticed it because net-libs/grpc-1.20.1-r1::gentoo failed (install phase) because it's not being built with make -j1 as that file says but rather with the default make -j6, and thereby gives me "/usr/bin/install: cannot create regular file '/var/tmp/portage/net-libs/grpc-1.20.1-r1/image/usr/include/grpc/impl/codegen/connectivity_state.h': File exists"...
