There is some kind of environment problem, where it cannot find some of the libraries it needs.   ld.so.conf has correct paths for qt and kde.  Running env-update && source /etc/profile does no good.  In fact, the configure output below proves that the libraries are detected.  Problem with libtool perhaps?

I worked around the problem this way:
ACCEPT_KEYWORDS=~amd64 LD_LIBRARY_PATH="/usr/qt/3/lib:/usr/kde/3.3/lib" emerge kde-base/kdetoys

Marked minor since it can be gotten around easily.

I've made the attached patch and I'm waiting for an answer from the authors, then I'll commit it in the KDE CVS. Thanks for reporting.

I think that you should wait until kde 3.3.2, for now just remove the maketest feature.
