Legacy GeoIP API is EOL.

We need to use GeoIP2 API through dev-libs/libmaxminddb for BIND.
bind-9.14.4 stable and bind-9.15.2 development versions supports GeoIP2 API.

Free databases (for new GeoIP2 schema) can be get from:
https://dev.maxmind.com/geoip/geoip2/geolite2/

Paid databaes (for new GeoIP2 schema) can be get from:
https://dev.maxmind.com/geoip/geoip2/downloadable/
