I wondered why after upgrading @world I was faced with a message of @preserved-rebuild to rebuild syslog-ng due to the fact that 
/usr/lib64/syslog-ng/libsnmpdest.so needed it.

Therefoer I do wonder if that library was for some reason not built against syslog-ng artifacts in /var/tmp/portage/... but instead against a previously installed syslog-ng package?

Yes, I could reproduce by downgrading from 3.24.1 to 3.22.1.

But after upgrading to latest it seems to be gone:
USE=snmp emerge -v1O =app-admin/syslog-ng-3.22.1 && USE=snmp emerge -v1O =app-admin/syslog-ng-3.22.1 && USE=snmp emerge -v1O app-admin/syslog-ng

Please reopen if it happens again. Thanks.
