This was requested before (see https://bugs.gentoo.org/show_bug.cgi?id=347920 and https://bugs.gentoo.org/show_bug.cgi?id=373677 ) and if I understand correctly it was dropped again. The module is documented on nginx's website https://www.nginx.com/resources/wiki/modules/upload/
