Build fails with

Problem seems to be more than that, as any attempt of installing anything requiring linalg packages pulls reference blas-cblas-lapack-reference, it loks like openblas is not recognized by many packages

Thank you lumbrius.  Please use virtual/blas and virtual/lapack 3.8.

In the mean time, we should stabilize the new framework soon.

No issue there with openblas-0.3.6 and arpack-3.5.0
