Doing a emerge kde to install kde 3.0.3 the system stops when downloading
arts-1.0.3, because in all the servers there is arts-1.0.6 but no arts-1.0.3.
Doing an emerge rsync doesn't solve anything as there is not a arts-1.0.6.ebuild.

I also tried to rsync with the cvs but it seems not to login with a blank password.

Hm, it fetches it successfully here. Please emerge rsync and try again. If that 
doesn't work try removing your ebuild cache (rm -rf /var/cache/edp/dep/*). If 
that doesn't help please paste here the output of emerge failing so that I can 
see what addresses it tries.

I ebelieve this was fixed along with other similar problems a long while ago.
