The later versions of libre ssl (>=2.9) have the deprecated <openssl/asn1_mac.h> header removed. This header is hardcoded in one of gentoo mit-krb5 patches. As result the app-crypt/mit-krb5 build fails if libressl 2.9.1 and further installed.
For workaround I had to limit the version of libressl to 2.8

is this still a problem with mit-krb5-1.16.3 or mit-krb5-1.17?

This is not a problem with app-crypt/mit-krb5-1.16.3.
