Hi Mikle, I would like to reopen this bug and introduce Lucas again.

After discussion, Lucas attempts to apply to take the developer quiz (non-ebuild).  We have worked through the developer quiz again.  Is that the best way to move us forward?

Previously, I have misunderstanding on the roles of non-ebuild developer.  Regarding this case, I will recommend Lucas to apply for ebuild developer again when he is ready.
