e.g. modutil is needed to add/remove pkcs11 modules the local database (sql:${HOME}/.pki/nssdb). or is there another way to do this?

I have re-enabled the useflag for the time being. I will be working on a solution that allows us to remove the useflag from the ebuild and have the user add to nssutils for the tools they need.

I think the current solution works fine. 'utils' use flag is back and it will install all extra available binaries. There aren't too many of them.
