Direct upgrade from kernel 5.0.2 (problem does not exist). All audio run over HDMI (via nVidia gfx card - proprietary drivers) contains large amounts of static distortions (does not affect USB audio). Almost as if the levels are too high (unsure). If I boot back into 5.0.2 the issue vanishes. Reproducible: Always Steps to Reproduce: 1. Upgrade kernel 5.1.1 2. Use nVidia HDMI out to TV. 3. Enjoy noise. Actual Results: All audio plays with distortion and static. Expected Results: Clear audio
After testing numerous kernels (5.0.12 5.0.15 5.1.0 5.1.1) I can confirm that the bug is introduced in version 5.1.0.

x11-drivers/nvidia-drivers-430.14 was used for this, the card in question was a GTX 670. (I no longer have this device and I have not reran the test yet for the newer kernels.
Just ran another test on 5.1.3 and the problem affects my new gtx 1660ti as well.
This issue self resolved in kernel 5.2 - 5.4.0 but has resurfaced in 5.4.5.
