Please stabilize dev-util/lldb-7.1.0 on x86, amd64 and arm64

Arch teams, please try and expect problems.  The tests probably fail in this version.  If you don't want LLVM stable on your arch, please let me know.

Oh, one more thing: please test with USE=python, otherwise most of the tests are skipped.

I'm going to change the ebuild to IUSE=+python.

That fixed 5 of the 11 failing tests.
