That's all good and fine, but localisation is added to releases on tarball creation. Please ask upstream to make a new release, or maybe you will get a schedule.

Next time please split your changes into independent parts to be able to identfy them:

- 0.7-r2 already has l10n support, does that version not work for you?
- for a snapshot with l10n, proper way would be to repack after l10n download
- I don't see a reason for the ragel patch, ragel-c appears to be wrong (at least ony my system)
