It would appear that non-existant files are listed in the baselayout-1.9.4-r5 manifest.  This prevents installation of baselayout with FEATURES="-strict" in Portage 2.0.51-r2.

Reproducible: Always
Steps to Reproduce:
1. Set FEATURES="-strict"
2. emerge baselayout.
Actual Results:  
!!! Files listed in the manifest do not exist!

Expected Results:  
baselayout should be installed/updated.

Please sync and try again. The Manifest is correct. The rsync snapshot was probably done during a CVS commit in sys-apps/baselayout.
