The MOZ_TELEMETRY_REPORTING flag seems to be set currently, this makes firefox default to Studies being enabled. If anyone wants that at all it should be behind an off-by-default USE flag.

No. You are still able to view stats locally through various channels like about:telemetry. Personally, I find it very useful to get stats about SSL version/cipher usage.
