After update of poratge and con packages a new config file is created:

nhh221 /var/lib/portage # ls -l  config /var/cache/edb/config
-rw-rw-r--  1 root portage 3919 Oct 21 12:52 /var/cache/edb/config
-rw-rw----  1 root portage  209 Oct 21 17:09 config
nhh221 /var/lib/portage #             

ARe the information of the old config file no longer used ?

On one note, this isn't even a bug report, it's a question which should probably be posed on #gentoo-portage on freenode, or to the gentoo-user mailing list.  And on the other hand, no old config data is not used.  You should be able to safely delete it with no problems.

The file was moved.

So the answer is yes... The /var/cache version is no longer used.
