Bare bones liblo ebuild

Until this is done by some real ebuild author you can take this bare bones
ebuild as a start ;-)

liblo-0.16 is out and compiles find under amd64, please add it
and add ~amd64 keywords. i need it for rosegarden. thanks!

Also add local useflag to rosegarden to bring in liblo when emergeing rosegarden

liblo-0.17.ebuild

This ebuild incorporates Kai Bernhard's enhancements (bug 83078), plus adds
the 'doc' USE flag so doxygen is conditionally required.  Works with
liblo-0.16 as well.

liblo-0.17 has a serious bug, and should be replaced with liblo-0.18. The
liblo-0.18.ebuild attached works as-is for liblo-0.18.

Oops, I meant the >liblo-0.17.ebuild< works for liblo-0.18....
