In latest Samba releases /etc/samba/recycle.conf is no more used to configure the recycle bin behaviour. Instead you configure the VFS module directly in smb.conf, example:

[myshare]
path = /var/samba/myshare
valid users = myuser1, myuser2
read only = No
vfs objects = recycle
recycle:repository = .recycle
recycle:keeptree = Yes
recycle:touch = Yes
recycle:versions = No
recycle:maxsize = 0
recycle:exclude = *.tmp *.temp ~$* *.~??

To keep the old recycle.conf in /etc/samba is misleading because changing its contents doesn't change recycle bin behaviour in any way.
