I guess it is cairo bug, as many other doc pacs are visible - glib, gtk, pango, atk, rsgv, xfce-related docs are among them. For cairo i see only vala api docs. For now i'm reading it by browser. My appologies. I just tried devhelp under another user, which is almost sane (i never ran devhelp there before) and it is ok. But under my user it is not. Cairo html docs are where they should be, comparing to glib and gtk. Meanwhile i discovered, that under that user devhelp doesn't whow vala cairo api doc. My wild guess, that i did this mess by using quickDocs elementary-os app for some time. Or devhelp has some hidden mean to configure doc dirs.
After cleaning ~/.local/share/devhelp/books it is ok. Most of this stuff appeared to be vala docs, installed by quickDocs. What is interesting, some docs in this dir, e.g. glib gio and gtk+-3.0 did not shadow C docs from system dir. Looks like it is more about vala doc books theirselves.
