Apparently, was caused by portage, which did not recompile dev-qt/qtwebengine after upgrading dev-libs/icu, because installing dev-libs/icu-64.1 again (now portage included dev-qt/qtwebengine in the rebuild list) solved the problem. A couple of world updates did not recompile dev-qt/qtwebengine.
