Some GNOME 3.30 packages will require at least vala-0.40, and it's a long-term support release. So lets move to at least that series already now, as it'll help portage figure things out better when package.accept_keywords is used for something that has VALA_MIN_API_VERSION="0.40" (currently it's suggesting it can't find vala:0.44, when in reality vala:0.40 or vala:0.42 needs to be added to package.accept_keywords too; having 0.40 stable will help workaround that).
In addition, anjuta vala usage is lagging behind in current old stable, and has build time selection issues, which are fixed up in the 3.28.0-r1 revision, together with making it use that vala:0.40 LTS instead of ancient version (which is only still around due to old anjuta stable).

Adding a newer vala:0.36 to the list as well for the benefit of anything that needs to be built with older vala. 0.36 is also considered a long-term support series, like 0.40.
