I frequently use emerge's fetch command while at Uni (2 Mbps download a sec!) though I then go home and forget what I had downloaded for later compilation.

As a new feature could you add an ability to emerge previously fetched files without having to remember what you downloaded.  This could obviously work by when the fetch command is used emerge updates a text file with the app name then a command could be given to emerge to compile fetched files.

I feel this feature would benefit users and impove portage.

use the -c option of wget
