I used the 8.0 ebuild in the normal portage tree as a template.  The ebuild itself  seems to work fine on my machine, but someone may check it to make sure the licenses and etc are still correct.

I'm afraid this is outdated by now. We already have 8.1.028 in the tree. If
there is any good reason for also having the 8.1.021 (severe compatibility
issues, etc), please reopen this bug, and we'll add it.

I consider the addition of 8.1.028 as a fix for this request.
