Any chance you could do a test run with 7.0.1 as well? This doesn't look like a regression but still worth confirming.

Could you try running the clang invocation from the test manually, and adding -v to see the include paths it's using?

Had an interesting chat about this problem on #talos-workstation asking if it is seen on other distros too. Got a hint, that the testsuite passes on Adelie Linux. Also someone else pointed out that such errors specifically may happen on non-multilib systems: "Are you per chance running pure 64-bit? Because that might be one reason that 32 bit headers would be missing and exposing this problem. [...] in any case, the error signifies that a 32 bit build is being done without 32 bit headers available. It's possible that the test only works elsewhere because most distros install the 32 bit headers. It's *still* the wrong headers even in that case though. [...] Well, the real problem is that tests like that shouldn't be using system include paths in the first place, unless they are specifically being built to run on the build machine. And if they *ARE* being built to run on the build machine, then there is leakage going on ending up in stuff getting set as if it were going to be a 32 bit build. Both tests pass in sys-devel/clang-9.0.0 on ppc64. @tka, how about your amd64 box?
Ah, from your build.log in bug #695412 I worked out they pass on your amd64 box too. So I will close this one.
