According to the kernel-2.eclass, the 5011_enable-cpu-optimizations-for-gcc8.patch pacth should be applied for systems with gcc-8. But current genpatches-4.20-11.experimental.tar.xz archive doesn't contain it.
I took it out because that patch from upstream does not apply cleanly to 4.20. So, that is actually on purpose. I'll be looking at this patch for 4.20 this weekend and hope to have something working with 4.20.12 or 4.20.11-r1.
