Right, it's _unstable_, while the KDE ebuilds represent the stable KDE packages. You can use the unofficial kde cvs ebuilds http://www.gentoo.org/proj/en/desktop/kde/kde-cvs.xml or create your own i18n ebuild in your local portage overlay. But I bet the maltese language pack is pretty rudimentary, otherwise it would be included in the stable packages.
