virtual/pkgconfig-1 switches the default provider to dev-util/pkgconf, which is a lighter dependency than dev-util/pkgconfig (which uses glib).

At least Arch and Fedora use dev-util/pkgconf instead of dev-util/pkgconfig.

Stabilizing virtual/pkgconfig-1 will mean that the stage3 tarballs are about 4~5 MB smaller.

Please stabilize (I stabilized some architectures a few days ago and confirmed that stage building continues happily only now with dev-util/pkgconf)
