On a brand new installation using Reisefs, the suggested genkernel --menuconfig all fails due to lack of any previous .config

Reproducible: Always
Steps to Reproduce:

Actual Results:  
genkernel --menuconfig all failed

Expected Results:  

Some initial step before genkernel --menuconfig all to prepare a 
default .config

The emerge development-source don t create the /usr/linux symbolic link.
The genkernel failed to find which source to generate
