It seems to me that portage is hiding too much from the fbpager ebuild... When I emerge it, it reports "configure: error: Could not find XOpenDisplay in -lX11.". I then ran configure manually from /var/tmp/portage/fbpager-0.1.4/work/fbpager-0.1.4 and it succeeded without errors.
Is this a portage bug or is it a bug with this specific ebuild? I've had this happen to me before with another ebuild, one of the old Synergy ebuilds.
This happens on both of my systems.

Possibly changing it from econf to ./configure in the ebuild might fix it temporarily?

well, i can't reproduce this... ensure that you are using the latest xorg from
portage, and try again... reopen if it is still a problem

btw, econf (within the ebuild) runs ./configure with many options _will_ differ
from running it with none
