With the hardened toolchain, the usage of phpsysinfo for system information becomes impared with the lack of ethernet hooks and cpu information. According to the last gentoo technician he said that this was due to the changes in the toolchain that only allow users to see there own information and processes.
It appears that you have enabled Grsecurity /proc restrictions in your kernel(since this problem really isn't related to the hardened toolchain at all). Therefore your system is reacting as it believes you want it to react and limiting the apache user to only see what it should be able to see. The important point is that this is not really a BUG but rather the kernel behaving properly as it should behave with the current options that are enabled.
