please update version of bind to 9.13.3 or higher

If you mean the dns flag day, then 9.14.0 stable should be released soon, but 9.13.x is an unstable/development version.

Do I understand properly, that you propose to all users to get failures at that flag day?

Please read https://dnsflagday.net/ and https://www.isc.org/blogs/end-to-bandaids/.

It means that starting from bind 9.14, it will not contain the workarounds for buggy servers. If you have the current stable bind on your servers, your users will not encounter failures.

Those 9.13.x builds are development builds and will not be added. Sorry. As Tomáš pointed out, there's no problem using/sticking to the current versions available in the tree.
