Steps to reproduce:

I tried it too. The download rate from Germany was extreme low. 24 kB/s
After some tries I got a fast connection and a proper file:

Vasiliy, could you please retry once more? Was the md5sum of the broken downloads always the same? Was your connection so slow too?

Seems to be fixed.
md5sum of the broken downloads was always the same. Connection speed wasn't slow.

Maybe problem was in http-proxy cache.
