Bump xfce4-cpugraph-plugin to  gtk3 compatible version for the upcoming xfce4.14 release.

I have talked to the developer and it is a fully functional version with only this small drawback:

"The "graph" part works well. The only bug remaining is the orientation of the gauges (horizontal and vertical gets mixed up). Also there are still a few Gtk deprecation warnings left, which are not necessarily worth fixing."

This issue should most likely be marked RESOLVED OBSOLETE.
