You'll need to disable ruby23 support to get openssl-1.1 installed. Try "*/* -ruby_targets_ruby23" in package.use. This isn't a bug though, try one of our support venues if you need more assistance.
I know that I'm on ~amd64, however I nowhere enabled ruby 2.3 support explicitly. It is coming from the gnome/systemd profile. I have RUBY_TARGETS="ruby23 ruby24" from the profile. I've added RUBY_TARGETS="ruby24" to my /etc/portage/make.conf and did a @world rebuild. All ruby packages were rebuilt with ruby 2.3 support disabled. I did --depclean. Ruby 2.3 was uninstalled. Portage no longer reports a slot conflict. Thanks
