The warning apache gives should be obvious enough, an einfo isn't going to make it any clearer. Even worse it may confuse people that they will need to recompile all of their modules when they don't need to. and it's more code to add in an already long and troublesome ebuild If you like, you can discuss it with the apache herd on #gentoo-apache (irc.freenode.net), but the opinion right now is 'no'
